Excluded Workers Fund

On April 6, 2021, New York State legislators created a $2.1 billion Excluded Workers Fund. This will serve as an income replacement program for workers who have been excluded from Unemployment Insurance as well as any other type of economic relief. New York State is the first state to administer and fund a state program to bring this much needed relief.


We want to be sure that eligible individuals and families are able to access the funds.


Here are the criteria for receiving benefits from the Excluded Workers Fund:

  • A valid ID


  • Proof of New York State residency before March 27, 2020 and current residency.


  • Proof that full/partial employment was lost due to being laid off, contracting the virus, or due to the death of a breadwinner in the household.


  • Proof that workers earned less than $26,208 in the past year and that they did not receive any federal relief or state unemployment benefits.


Here are the kinds of documents Excluded Workers will need to provide the state:

  • Several IDs can be submitted. Some include a non-expired New York driver’s license, a non-expired foreign passport, a photo ID card issued by the Dept. of Mental Health, an IDNYC card, marriage certificate, and/or a birth certificate from a foreign country.

  • A utility bill, a lease, a bank or credit card statement, a letter from the New York Housing Department, among others.

  • A letter from an employer

  • Income tax returns for 2018, 2019 or 2020 if possible, using an ITIN number in order to receive the total benefit.


How can the Indivisible New Rochelle Community and Others Help?

  • Help to organize an event or events that highlight the success of the budget but also keep the pressure on to make this a total success

  • Educate the public about this important initiative through phone banking, flyers in food bank packages and local businesses, and other methods

  • Get the word out through the local media
